The certification of "National High-Tech Enterprise" is issued by the State Council and is responsible for certification and management jointly by the Ministry of Finance, the Ministry of Science and Technology, and the State Taxation Administration. "National High-Tech Enterprise" refers to enterprises that continuously conduct research and development and technology transformation in the "National Key Supported High-Tech Fields," form core independent intellectual property rights, and base their business activities on this foundation. They are resident enterprises in China (excluding Hong Kong, Macao, and Taiwan regions) that have been registered for more than one year. After obtaining the qualification of a high-tech enterprise, the enterprise can enjoy tax benefits starting from the year of certificate issuance.

In recent years, MTM has actively laid out leading industries such as intelligent wearable devices, IoT, 5G applications, artificial intelligence, sensors, intelligent medical care, supercomputing, autonomous driving, aerospace, gene testing, and other fields, breaking foreign technical blockades, ensuring the localization of core device packaging technology, and building an internationally advanced high-tech packaging and testing enterprise. MTM has provided a large number of job opportunities and accelerated the process of domestic substitution in the advanced semiconductor industry chain in Hunan. As of October 2022, MTM has applied for 44 invention patents and utility model patents, including 16 invention patents, one of which has been granted, and 28 utility model patents, of which 26 have been granted.
